What is being asked
Will the marriage come about? The 7th cusp is the partner. Its sub lord has to signify the 2nd (the family grows by one), the 7th (the partner) or the 11th (the wish fulfilled); the 1st, 6th and 10th are the 12th houses to those three and deny it.
In KP horary the querent names a number between 1 and 249 without thinking about it. That number picks one of the 249 sub divisions of the zodiac and the ascendant is placed at the start of its arc; the grahas stay where they are now. Leave it blank and the KP reading is taken from the chart of the moment itself.
